O’D&Co worked with Three Lakes Cultural Trust on strategic development, stakeholder facilitation and implementation-focused hui, supporting a shared direction for creativity, culture and heritage in the Queenstown Lakes District.

The project

Queenstown Lakes wanted to strengthen the contribution of creativity, culture and heritage to the district’s future.

Three Lakes Cultural Trust worked with Queenstown Lakes District Council, Lakes District Museum and Kāi Tahu to develop Te Muka Toi, Te Muka Tākata. The strategy needed to reflect community aspirations and establish priorities that organisations, practitioners and partners could work towards together.

Developing that direction also meant considering how it would be delivered, who needed to be involved and what support would be required.

We contributed to strategic development and facilitated conversations with stakeholders and communities across the district.

The hui brought different perspectives into the work, helping identify priorities, explore opportunities and shape the emerging direction. We worked alongside the Trust and its partners to connect those contributions with the strategy’s development.

Our involvement also included implementation-focused hui, helping participants consider how the direction could be translated into practical activity and where collaboration would support delivery.

The outcome

Te Muka Toi, Te Muka Tākata received unanimous endorsement from Queenstown Lakes District Council in June 2024.

The strategy established a shared framework for creativity, culture and heritage, supported by an implementation plan. Its first annual report has since documented progress into delivery.

Our work supported both the development of that direction and the conversations needed to put it into practice.
